If a person does not own or lease land and lives in an apartment, is it legal in Texas to have Farm Use tags on his pickup?

Farm use tags, are 'limited purpose" tags for vehicles that don't go on public roads, except incidentally, crossing the street. They stay on the farm. Yes, it's legal to have farm tags on a pickup. But if it's parked at an apartment at night, odds are, the tags are stolen, and being used illegally.
