i am on the road becoming a insurance agent and i want all the insurance licenses possible, but i can't find any places that give commercial insurance license.

That's because there's no such thing as a 'commercial insurance license'. The two basic types are "property/casualty" and "life/accident/health". You go to your state insurance department website, to get information on how to get your license. Hint: it involves passing competency tests, administered by the state.

You don't, the licenses are for Life, Health, Accident, Property and Casualty. Personal vs Commercial is a non-issue.

No. That just qualifies them to drive vehicles that require such a license. It doesn't mean that they are "better" drivers. License classes refer to the TYPE of vehicle that one is licensed to drive - not a driver skill level.
