If you have the property address you can find the owner's name at the county Auditor or Assessor's office .... depending on where you live. You can find the office normally at the court house in your county seat.

check your local county website many of them today have a record search for the Tax roles or something similar. for example you might go to the county property appraiser's or the tax collector's website and find a link to the searchable database.
